I'm setting up a MySQL Database on GoDaddy.
I need to indicate whether I want to "Allow Direct Database Access"
Yes or No?

I looked into it, and found this blog post about Godaddy's "new database offerings". It appears to be their setting and terminology for allowing remote access to administer your MySQL database, for instance using a desktop application. This is not a requirement of either simpleContact Lite or Pro.
It's up to you whether you want to turn that on, based on how you expect you'll use your database. If you plan to create the database, install simpleContact into it then manage the application exclusively through its browser admin (which I'd expect), then you don't really need to turn it on.
Please note that although GoDaddy describe turning this option on as less secure, that's not the same as insecure. It's advisable though to never relax your security any further than you absolutely need to.
